The Emperor of Occidia is a hereditary imperial title and position proclaimed in 2020 by the Council of Junkers that approved the Oscarine Constitution on 01 October 2020 on behalf of Oscar I, a member of the House of Götzö-Thomaz-Rocha. The wives of the Emperors bore the title of Empress, while other members of the family the title Prince or Princess.
On 07 August 2020, Emperor William, former New European Emperor and North American Emperor abdicated, marking the end of the rule of the House of Hartmann-Peters after 11 years in power. His successor was Oscar I, Karno-Ruthenian Emperor and Prince of North America since 2015, after appointment of William, granting him the best claim to the Throne after the members of the dynasty.
With the new ruler, a new constitution was discussed in order to enforce the necessary reforms. On 01 October 2020, the whole empire was reorganized and renamed as the Occidian Empire, recognizing the new dynasty and implementing one major aspect: the male-preference primogeniture was changed into absolute primogeniture, with the prevision that lacking with natural successors, the House of Hartmann-Peters will be the next in line.
The Imperial Constitution of 2016 kept many rights already exercised by the King of Ruthenia, although as Emperor-King, he had the Supreme Moderator Power and not the Supreme Administrative Power, usual for the Ruthenian monarchy. The Emperor-King should represent the Empire abroad, as well as moderate the Imperial and Royal Government. The Emperor-King since then is the Head of State, being able to intervene in the government, make a declaration of war and conclude peace as Commander-in-Chief of the Imperial and Royal Armed Forces.
With the advent of the works of the Constitutional Commission and its Imperial Constitution of 2017, it was provided for Karnia-Ruthenia a form of constitutional monarchy based on the Prusso-German model, in which the Emperor is an active ruler and wielded considerable political power over foreign policy and diplomacy which was shared with an elected Imperial Diet.
Despite give direct political power to the Emperor, the Constitution established clear limits on the power of the executive branch and the Emperor.

Line of Succession to the Imperial Throne
Occidia had equal primogeniture sucession, but that is limited to those descended from Oscar I through approved marriage. Dynasts lose their right to the throne if they marry without the permission of the monarch or current pretender. Individuals born to unmarried dynasts or to former dynasts that married without imperial permission, and their descendants, are excluded from the throne. Further, when approving a marriage, the monarch can impose conditions that must be met in order for any resulting offspring to have succession rights. If Emperor Oscar do not have a natural heir, the succession wil be done within the House of Hartmann-Peters.
Arms and standards
The Occidian Monarch is represented by their coat of arms and standards, and also the Empire's official arms in his presence. Members of the Imperial Family have their own crests, monograms and standards to represent them or their presence somewhere over the Empire and foreign micronations. The use of them are regulated by the Emperor-Kings's Own Office.

The Emperor have an extensive list of titles and claims that reflect the expanse and diversity of the lands ruled by him as well the importance of His Majesty in foreign micronations. The official title of the ruler of Occidia is:
