The Emperor of Occidia is a hereditary imperial title and position proclaimed in 2020 by the Council of Junkers that approved the Oscarine Constitution on 01 October 2020 on behalf of Oscar I, a member of the House of Götzö-Thomaz-Rocha. The wives of the Emperors bore the title of Empress, while other members of the family the title Prince or Princess. Since 21 January 2021, the Occidian Emperor was also King of Eniarku.

Predecessors[edit | edit source]

On 07 August 2020, Emperor William, former New European Emperor and North American Emperor abdicated, marking the end of the rule of the House of Hartmann-Peters after 11 years in power. His successor was Oscar I, Karno-Ruthenian Emperor and Prince of North America since 2015, after appointment of William, granting him the best claim to the Throne after the members of the dynasty.

With the new ruler, a new constitution was discussed in order to enforce the necessary reforms. On 01 October 2020, the whole empire was reorganized and renamed as the Occidian Empire, recognizing the new dynasty and implementing one major aspect: the male-preference primogeniture was changed into absolute primogeniture, with the prevision that lacking with natural successors, the House of Hartmann-Peters will be the next in line.

Constitutional powers[edit | edit source]

In the terms of the Oscarine Constitution, the constitutional powers of the Emperor arethe maximum authority in matters concerning the State and exercise the supreme command of the Imperial Forces of Defense, as Field Marshal, declare war and make peace, with the consent of the Council of Junkers, lead the country's foreign policy and represent Occidia internationally, ratify international treaties and conventions, declare State of Exception, dissolve the Council of Junkers in cases of serious national security risk, as well as dissolve the legislature and convene it for the new legislative year, convene Sessions of the Council of Junkers and advise and be advised by them, propose bills, promulgate or veto laws passed by the Council of Junkers, except those amending the Constitution, exercise the right of clemency and moderate the actions of the Kings in the Empire.

The Emperor was expected to arbitrate and moderate the regular functioning of the Council of Junkers, and exercise the functions expressly conferred on them by the Constitution and the laws, as the Head of State and symbol of the State’s unity and sovereignty. The Emperor was also expected to delegate powers to create and enforce laws to the Kings in the Empire. Also, as fons honorum, he is the only person that may confer civil and military honors, decorations, medals and titles of nobility. The consort of a Sovereign may not assume any constitutional functions, except in accordance with the provisions for a regency or the express consent of the Council of Junkers[1].

Line of Succession to the Imperial Throne[edit | edit source]

Occidia had equal primogeniture sucession, but that is limited to those descended from Oscar I through approved marriage. Dynasts lose their right to the throne if they marry without the permission of the monarch or current pretender. Individuals born to unmarried dynasts or to former dynasts that married without imperial permission, and their descendants, are excluded from the throne. Further, when approving a marriage, the monarch can impose conditions that must be met in order for any resulting offspring to have succession rights. If Emperor Oscar do not have a natural heir, the succession wil be done within the House of Hartmann-Peters.

Arms and standards[edit | edit source]

The Occidian Monarch is represented by their coat of arms and standards, and also the Empire's official arms in his presence. Members of the Imperial Family have their own crests, monograms and standards to represent them or their presence somewhere over the Empire and foreign micronations. The use of them are regulated by the Emperor-Kings's Own Office.

Titles of the Emperor[edit | edit source]

The Emperor have an extensive list of titles and claims that reflect the expanse and diversity of the lands ruled by him as well the importance of His Majesty in foreign micronations. The official title of the ruler of Occidia is:

His Imperial Majesty, NN, by the Grace of God and the People, the Occidian Emperor and King of Eniarku, Prince of North America, Diarch of the Crown Protectorate of Pristinia, and so forth, Sovereign of the Occidian Orders.
