Dylan John Callahan is a Delveran and Karno-Ruthenian politician and military officer. He previously served as the Secretary of State of NottaLotta Acres, a position equal to Ambassador Extraordinary and Plenipotentiary. The third son in the NottaLottan family, he is singly credited with naming NottaLotta Acres, and with its rise to statehood. He played a significant role in the early development of the Commonwealth of Lavrasia, constituent of the immediate predecessor of the Grand Republic of Delvera, the NottaLottan Empire, and in the Grand Republican Army of Delvera. He has served as Minister of State and Minister of Commerce of the Grand Republic of Delvera, as well as Chief of Staff of the Grand Republican Army, Supreme Commander of the Delveran Armed Services, and thrice elected Consul. He is the current Minister of Finances, Imperial Chancellor and Lord Keeper of the Privy Seal of Karnia-Ruthenia.

Politics[edit | edit source]

Callahan founded NottaLotta Acres in 2008, serving as Secretary Secretariat, then Secretary of State, until stepping down and passing the position to his brother, Maverick Callahan, in 2014. He is known for authoring and signing a treaty with the Grand Republic of Salania that established the NottaLottan Empire in 2011.

In 2015, he was appointed Military Governor of the District of Neosho, a military district of the Grand Republic of Delvera, and soon thereafter NottaLotta Acres, which was the only remaining and original constituent state of the NottaLottan Empire, was annexed into Delvera as part of the District of Neosho. In late 2016, the District of Neosho was granted province status as the Province of Neosho, granting representation in the Delveran Chamber of Deputies.

Callahan was appointed Minister of State of the Grand Republic of Delvera on 10 April 2016, then transferred to Minister of Commerce on 2 May. He would serve in that capacity until July 2017. Callahan also served as the first Supreme Justice of the High Court from May to July 2016. He ran for Consul in the 2017 election, defeating incumbent Casey Pemberton and taking office on 5 July 2017. As Consul, Callahan was known for advocating and implementing many economic reforms. He also organized Delvera's most significant intermicronational diplomatic events, the Congress of Colo and Congress of St. Louis.

He lost a reelection bid in 2018, but returned and won the 2019 contest against Hannah Callahan, beginning his second term as Consul on 14 July 2019. He did not run for reelection in 2020, but came back and handily won the 2021 election against former Minister of Justice Elizabeth Pemberton. He was the final Delveran Consul before the government was suspended upon joining Karnia-Ruthenia in December 2021.

After acquiring Karno-Ruthenian citizenship in July 2020, he was appointed Minister of Finances and on 1 June 2022, he became the director of the Evidenzbüro.

In 1 November 2022, Callahan was appointed Imperial Chancellor and Lord Keeper of the Privy Seal as the successor of Thomas, Prince Karácsony-Maryen.

Military[edit | edit source]

Callahan created the NottaLottan Armed Forces, which he was responsible for training, equipping, and leading as Adjutant General, in 2008. He officially resigned from the post in 2014. In early August 2015, Callahan offered his services to the Grand Republican Army of Delvera as Quartermaster. His request was approved, and he was commissioned as a Major.

On 22 December 2015, Callahan created the District of Neosho, a military jurisdiction in Kansas which later became the Province of Neosho.

Callahan served as Chief of Staff of the Grand Republican Army from May 2016 to February 2017, when he became Supreme Commander of the Delveran Armed Services upon the resignation of Jordan Brizendine. He served in that capacity until July. As Supreme Commander, he reformed the DAS, deactivating all standing units of the military except Army Intelligence and effectively ending regular national training exercises.

Callahan was a chief proponent and founding member of the Confederal Guard, a ceremonial unit of the Delveran military created in 2018.

When Delvera joined Karnia-Ruthenia in 2021, Callahan was commissioned as a Major and reassigned to the Karno-Ruthenian Sixth Army. He was given command of the 4044th Quartermaster Regiment and later the II Brigade (Heavy).

Private sector[edit | edit source]

Callahan was the primary driving force behind the creation and expansion of the Delveran private sector, personally founding, acquiring, and operating several private businesses. Notable examples include MicroNews and its subsidiary the Lavrada Bannerman as well as Pembingham's General Store.

Controversies[edit | edit source]

Callahan is known as the primary catalyst of the Pansygate scandal in February 2013, which precipitated the Commonwealth of Lavrasia's secession from the NottaLottan Empire and the formation of the Grand Republic of Delvera.

One of Callahan's posts on the MicroWiki forums triggered the Itemsgate controversy in December 2016, leading to the withdrawal of the Delveran government from diplomatic participation on the forums.

During Callahan's first term as Consul, Delvera experienced a major diplomatic fall-out with the Empire of Austenasia resulting from the Congress of Colo. After repeated attempts at resolving the situation, the government opted to withdraw the Treaty of Friendship with Austenasia and remove all articles related to Delvera from MicroWiki in late 2017.

The first Callahan administration narrowly avoided a breakdown in relations with Karnia-Ruthenia in March 2018 over a mistranslation in communications with Emperor-King Oscar I that led to a heated exchange between the two governments. Tensions were resolved once the mistake was realized.

On 14 September 2023, he was appointed as Thronassistent at the Office of the Marshal-Assistant to the Imperial Throne.

Private life[edit | edit source]

Born in Illinois in 1991, Callahan was raised in a conservative home, and after some years engaged in macronational political activism as a young adult, he has declared his intentional absence from the macronational political scene. He also is an adherent to the Austrian school of economics, which he studied at the Ludwig von Mises Institute, a think-tank established by Murray Rothbard in 1982. He was married to Hannah Callahan, nee Graveling, on May 30 2014; the couple has two children, Kathleen and Charlotte.

Effects on Micronationalism[edit | edit source]

Callahan is credited for deriving the definitions of micronationalism found in the Delveran Resolution of Micronational Sovereignty, sometimes referred to as "the Delveran definition," which places micronationalism and macronationalism on parallel but separate planes of authority based on the macronational monopoly of force and the micronational consensus ad idem. He was the scrivener and driving force for the adoption of the Articles of Intermicronational Order by the Grand Republic of Delvera, the Empire of Karnia-Ruthenia, and the North American Confederation during the Congress of Colo.
