Hakodate is a territory of Cardonia, located in Hakodate, Japan. It was founded by Carl, Count Rostrand and Oscar I.

The Karno-Ruthenian Concession in Hakodate was a concession of the Karno-Ruthenian Empire.
It was founded by Carl, Count Rostrand and Oscar I, aiming to participate fully in the life of the wider micronational community as much as the Empire political life. After several weeks of negotiation, on 06 February 2018, the Treaty of Hakodate was signed. This marked the foundation of Hakodate and the establishment of the first imperial territory in Asia.[1]

On 27 February 2018, was issued the Imperial Decree n. 131-2018, that placed Hakodate under military intervention to solve problems of local administration caused especially by the inexperience and stubbornness of the Governor-General. Six days later, on 06 March 2018, after a troubled month of government and numerous incidents, Carl, Count Rostrand was finally removed from the position of Governor-General of Hakodate and replaced by Michael of Appinfeldt, Chief of Staff of the Armed Forces of the Empire.
On 20 December 2018, Carl, Count Rostrand was reappointed to the position of Governor-General after personal rehabilitation with the Emperor, and was in office until his ascession to the throne of Cardonia on 30 January 2018 and the unification of Hakodate and Cardonia due the terms of the Treaty of Libenstein[2].
