The Imperial Circle (German: Reichskreis, Portuguese: Círculo Imperial) was a proposal conceived by Thomas, Prince Karácsony-Maryen, discussed by the II Legislature on February 2020 and approved on 28 March 2020. This specific proposal aimed to create a voluntary association of independent and sovereign states that accept to be autonomous within the Empire, but not annexed; each responsible for its own policies, consulting and co-operating in the common interests and in promotion of international understanding by our principles, and influencing international society to the benefit of all.

It was disestablished by the III Legislature on 21 February 2022 due its inactivity and low adhesion.

History Edit

Karnia-Ruthenia, in a monthly basis received invitations to assume the control of several micronations. Although usually refused, some proposals were willing to be accepted by the Government, but the instability of such projects and the lack of compromise in follow the establishments of the Karno-Ruthenian Compromise of 2016, the main document to be followed by a state that wants to join the Empire is an obstacle.

By early 2020, the government tried to avoid annexations and, in order to help new micronations, the concept of Imperial Circle, a voluntary association of independent and sovereign states that accept to be autonomous and not annexed, responsible for its own policies but working close to the Empire for common interests were developed. Discussed for a month during the II Legislature, was finally approved. On 16 December 2020, the Kingdom of Taslavia became the first state to join the Imperial Circle. On August 2021, Roschfallen joined after the Treaty of Víden.

During the III Legislature its fate was discussed, since there was little adhesion of new projects and was mainly inactive. On 21 February, the Imperial Circle was dissolved by the Imperial Diet.

Principles Edit

The validity and commitment to the values and principles of the Imperial Circle was defined and strengthened over the years including the principles exposed by the Imperial Constitution of 2017, that have in its core respect, inclusiveness, transparency, accountability, legitimacy, and responsiveness, for a proper environment to democracy, human rights, peace, security, tolerance, understanding, freedom of expression, separation of powers, rule of law, good governance, sustainable development, protection of the environment, social equality and recognition of the needs of small and vulnerable micronations and its citizens.

Membership Edit

The Imperial Circle was a voluntary association of independent and equal sovereign states that accepted to be autonomous within Karnia-Ruthenia, but not annexed; each responsible for its own policies, consulting and co-operating in the common interests of its people and in the promotion of international understanding and world peace, mastered by the Karno-Ruthenian principles, and influencing international society to the benefit of all through the pursuit of common principles and values.

The Imperial Circle was an effective association, responsive to members’ needs, and capable of addressing the significant global challenges of the future, aspiring to develop a strong and respected voice within the micronational society, speaking out on major issues; that strengthens and enlarges its bonds with another projects; that should have a global relevance among the members and that is devoted to improving the micronational practice.

Any micronation, monarchical or republican, could join the Imperial Circle, as long as they recognized the Karno-Ruthenian Emperor as the Defender of the Imperial Circle and swore respect to the principles of the association. A member state should accept the English or the Portuguese Language as the means of Imperial Circle communication, be established at least for a month at the time of the application, that must be directed formally to the Government of Karnia-Ruthenia and respect the wishes of the general population with regard to Imperial Circle membership.

Defender Edit

The Head of the Imperial Circle, named “Defender of the Imperial Circle”, had a role that included only symbolic functions, with no maximum fixed term to exercise his role, and this position was thought to be traditionally offered to the Emperor-King of Karnia-Ruthenia. The choice of successive Defenders would be made collectively by the Imperial Circle leaders.

Vicar Edit

The Vicar of the Imperial Circle was the responsible for representing the Imperial Circle publicly, and was the Chief Executive Officer which supported dialogue and collaboration between member governments at the intergovernmental level. The Vicar was selected by the Imperial Circle leaders and could serve a maximum of two one-year terms.

Convention Edit

The Convention of the Imperial Circle, presided by the Vicar, deals with serious subjects or persistent violations of the Imperial Circle political values by its members or third parties, and could recommend measures for collective action. The Convention could be convoked by any governor of the state-members or the Vicar at any time, and could also consider situations of concern in member countries in a proactive, engaged and positive manner.
